under heavy fire from Repub lican critics The Office of Economic Opportunity which administers the program was searching for projects that might have great dramatic ap peal At federal insistence the McDowell plan was quickly converted into one of the na major rural antipovertyi efforts Eight community centers were opened each with a library and recreation area classrooms for Head Start and well equipped sewing and cooking areas Instructors andTEMPERATURES AT icuvauuii UHVtiuio nvi vui' ployed I SOME THE POOR came 1 and are still coming More than 300 5 year olds attend Head Start classes About 250 adults are enrolled in educa tion courses although the av erage daily attendance is just 140 Nearly 250 women re ceive instruction in cooking sewing and knitting THESE HAVE BEEN some i of the successes But no one from Washington on down is satisfied with the results They admit that most of the hard core poor for whom the pro gram was originally designed have not been reached The basic problem involves finding ways to get the poor interested in organizing and directing their own programs I Admitting that it made a 1 mistake Washington has directed that the program be turned around to move in that direction two years ago Like many others they were on welfare TODAY Hagerman is a paid antipoverty staff mem ber When he enrolled in night classes so did his neigh bors When he began fixing up his house others followed his example thing has meant a' whole heap to us he says mighty wor ried1 about folks up some of those other hollows got to find a way to get through to There are other Shop Hol lows in McDowell County They are places where the lives of the poor have been touched where hopes have been aroused for something better than an aimless life of illiteracy and
